Testing land's electrical installations

On 23 January, 2002 the obligation took effect for all employers to request and to have executed periodic and special verifications for: electrical grounding installations; installations and devices for protection against lightning; electrical installations in areas with risk of explosion.
In case of failure to check installations, the employer is responsible, in as much as to effectuate the verification it is sufficient simply to request a Qualified Body (which has sufficient personnel to perform verifications). The frequency of these checks (two or five years) depends on the type of plant. The grounding and protective devices against lightning must be verified every:

  • two years on construction sites and places at greater risk in case of fire (e.g.. activities subject to the Fire Prevention Certificate);
  • five years in the other cases. Electrical installations in areas with danger of explosion must be verified (verifications by law) every two years.

D.P.R. 462/01 applies not only to new installations, but also to existing ones. In particular, installations previously reported must request periodic verifications if more than 2/5 years have passed since the report. The consequences that the employer can encounter for failure to verify are: civil and criminal liability if an accident occurs on the installation, following the failure of verification; criminal sanctions in case of control by the authorities of public oversight.
